The Kentucky Open Records Act (KRS 61.870 to 61.884) gives residents of the Commonwealth the right to inspect and copy public records.
Public records may include budgets, contracts, invoices, meeting minutes, policies, emails, training records, audit reports, and other records maintained by public agencies.
The Residency Requirement: Under state law, only Kentucky residents (individuals, local businesses, or news organizations) may submit an Open Records Request. You must explicitly state or certify your residency on your request form.
Agency Response Time: Public agencies have five (5) business days (excluding weekends and legal holidays) from the date of receipt to respond to your request.

Be Specific: Describe the exact records you need, including date ranges, specific names, or document titles. Vague requests can delay the response.
State Your Purpose: You must state whether the records are for a commercial or non-commercial purpose, as fees and timelines vary for commercial use.
If a public agency completely denies your request, fails to respond within five (5) business days, or redacts information unfairly, you have the right to appeal their decision to the Kentucky Attorney General. The AG's office will review the case and issue a legally binding Open Records Decision (ORD).
There is no official blank form for open records complaints. Instead, you must write a letter or email to the AG's office that includes:
A copy of your original written request that you sent to the public agency.
A copy of the agency's written denial response (if they gave you one).
A clear letter explaining the situation stating exactly why you believe the agency violated the Open Records Act.
